A new Chairman for ABCP


Allyn Thomas, formerly assistant chief constable of Kent Police and ACPO lead on business crime, has agreed to become the chairman of ABCP in place of Lord Dear, who has stepped down to become the first president of ABCP.

Mr. Thomas attended Liverpool University in 1974 and graduated with a 1st class degree in genetics. He briefly joined the Army and was commissioned into the Intelligence Corps but then left to return to his studies and obtained a doctorate in microbial genetics from Nottingham University. Whilst at University he was a stage manager in the University theatre, a cinema projectionist and during the holidays an archaeologist. He excavated extensively in Roman, Saxon and Norman sites on the Welsh borders.

He joined Hampshire Constabulary in 1981 and served across the force in various roles including as a Commander in Basingstoke and Southampton. He was seconded to Thames Valley Police for six months as part of the policing operation around the construction of the Newbury by-Pass.

In 2003 he transferred to Kent as an Assistant Chief Constable and served in a range of roles including Head of H.R, Training, Professional Standards, Major and Serious Crime, Intelligence, Covert Operations, Counter Terrorism, Frontier Policing and Forensic Investigations. Nationally he was the lead officer for the police service in the UK for First Aid Training, Unmanned Aerial Systems and Business Crime. This last mainly concerned crime against retailers in the daytime and evening economies.

Lord Dear, past chairman of ABCP, and now the president said, ‘We are very fortunate to have been able to attract Allyn Thomas to take on the role of chairman. I have been in post now since 2004 and Allyn will bring with him a fresh perspective on how to tackle business crime. He has current knowledge of police and Home Office thinking and this will help in developing relations with those agencies.’

Mr. Thomas said, ‘I was delighted when I was approached and asked to take on the role. Dealing with crime during my police service and being the ACPO lead on business crime has given me an insight into the problems faced by all business sectors and I am looking forward to working with partnerships, police and other agencies to develop services and systems to help businesses in the fight against crime. Faced with reduced police numbers and capability, the work of business crime reduction partnerships will take on greater importance in the future.’

Town Team pilot bids launched

The Department of Communities and Local Government is looking to support twelve pilots with funding of up to £100,000 for each, depending on the amount sought by and their assessment of individual bids. They will be awarded to partnerships in England that demonstrate the best fit with the selection criteria. This will be paid through s31 un-ring-fenced revenue grant, paid directly to the relevant local authority. Each partnership will, therefore, need to identify an Accountable Body (local authority) to receive the grant, if they are not, themselves, a local authority. Sentencing Council launches new guideline for assault offences

The guideline aims to ensure a consistent and proportionate approach to sentencing, with convicted offenders receiving a sentence that reflects both the harm they have caused to their victim and their culpability. The guideline sets out that it is an aggravating factor to an assault where it is an 'offence committed against those working in the public sector or providing a service to the public'.
